KS Dwivedi, recently appointed DGP of Bihar is a 1984 batch Indian Police Service (IPS) officer. He is widely regarded as a police officer who has prefers policing through human approach than strictly going through rule books. He has recently been appointed as the new Director General of Police (DGP) of Bihar. He interacted exclusively with Ravi Shankar, our Bihar Bureau Chief and Editor, Ajit Kumar. In the interview, he talks more about his plans and priorities.
What are your priorities as the DGP of the Bihar state?
Law and order, housing for policemen, transparency in the administration to ensure that the standard policies and procedures which have been laid are applied barring exceptions where there is a need to change the SOP (Standard Operating Procedure) at the last minute to help a citizen or deal with the law and order situation and where such a change is needed and justified and is well within the framework of law.
The image of the Bihar police is one of being unfriendly. How will you address that issue?
We are taking several steps address the issue .
# We are going to organise police public meeting every Saturday at local police station where police incharge and block circle officer will we available to resolve land dispute issues.
# To ensure effective response by Bihar police ,we are updating Dial 100 at the earliest. We are going to advertise our police helpline numbers: 18603456999,8544428408,8544428407,0612-2209999 in a more effective way.
# Regularizing police constable, Dafaddar parade on daily basis.
# Emphasizing on sharabbandi, Bal vivah and dowry system.
# Special attention on female and children
What about economic and cyber crimes. Do you see it as an area of concern?
In economic offences, the accused tend to take advantage of the poor understanding of the policemen on the subject and use loopholes in our laws to their advantage. We have decided to start regular training of police personal in supervision of ADG and Bihar Police Academy of five days duration from 2nd April onwards. We will therefore augment the capabilities of district police by training them in complex subjects of economic and cyber crimes.
How you are going to stop youth doing crime?
Youth are there to shape the future of the country. Statistics of crime among youth portrays a dark and cloudy picture for the nation. The major cause of increasing crime rates amongst youth is the ‘easy money’. The greedy and attention-seeking behavior of today’s youth leads them to commit heinous crimes. The more disturbing fact about the crime today is that young and qualified teenagers get involved in such atrocious crimes. Stringent law enforcement, better judiciary setup can discourage youngsters from committing such crimes.
R K Singh, Union Minister of State (IC) Power and New & Renewable Energy held a meeting today with Independent Power Producers (IPPs) to discuss the issues faced by them and find out possible solutions.
In the meeting, the issue of recent RBI circular, which lays down stringent provisioning norms on default of even one day in payment to the lenders, was raised by IPPs prominently, particularly in the context of delay in payment by DISCOMs including non-payment of Late Payment Surcharge (LPS).
Some of the IPPs raised concerns about delay in disposal of tariff petitions by Regulators regarding compensatory tariff for increase in taxes, duties, cess etc levied by Government. They also mentioned that escalation index of CERC does not reflect the actual increase in coal prices and requested CERC to make a separate index for power sector.
The meeting discussed the issues related to coal supply in detail. IPPs also brought up the issue related to implementation of new environmental norms and requested for early clarification regarding pass-through of the consequential increase in the cost of generation. They also raised the issue of financing of the capital costs for the new equipments to meet the norms.
The Minster recognised the important role played by IPPs in capacity addition and addressing power shortage in the country. He said that their concerns would be examined into and assured them of suitable action in consultation with concerned departments to strengthen the power sector.
The contribution of IPPs in thermal generation is substantial. Total installed capacity (including renewables) of private sector is 1,48,896.74 MW, amounting to 44 per cent of the total capacity of 3,34,399.83 MW in India.
Senior officials from the Ministry of Power, Central Electricity Authority, Central Electricity Regulatory Commission, Ministry of Coal, Ministry of Railways and Ministry of Finance were present in the meeting.
Minister of State PMO, Dr. Jitender Singh on Thursday informed that in the last three years, the government of the day has been able to make all official communication and even their records of filing in the digital form in its 34 ministries in which there is hardly any usage of paper and the move would gradually intensify to completely digitalize all the government communications and records.
Addressing at a World Consumer Rights Day-2018 under aegis of PHD Chamber of Commerce and Industry here today, Dr. Singh emphasized that with increasing digitization the consumers would find that their grievances would be better and timely entertained through e-communication mode rather than approaching consumer fora.
Digital channel of communication is faster and perfectly updated and therefore, the government machinery should take advantage of the information published in such mode and avoid consumer fora since in these many a time the information is not at all updated.
The Minister gave away the Awards for best consumer friendly states which included State of Andhra Pradesh, Goa, Rajasthan, Karnataka, Himachal Pradesh, Andman and Nicobar, Uttarakhand, West Bengal, Chhattisgarh and Odisha.
The consumer rights day 2018 was presided over by the President, PHD Chamber, Mr. Anil Khaitan who said that digital technology had transformed consumer experiences around the world. New types of services have shaken up traditional markets and consumers can buy products, access and add information and communicate with people on the other side of the world just the touch of a button.
Among others who also spoke on the occasion comprised Justice Arijit Pasayat, former Judge Supreme Court, who also chaired the Jury for the selection of the awards; Founder, Consumer Online Foundation, Bejon Misra; Advisor, Department of Consumer Affairs, Sangeeta Verma. The eminent Jury comprised former ambassador to US, Meera Shankar, Former Secretary, P P Shrivastav, Meenakshi Datta Ghosh and P C Jha, Ted. IRS.
The Government of India has undertaken a number of policy measures for increasing share of renewable energy in India’s energy mix. These, inter-alia, include:
a) Provision of Renewable Purchase Obligation (RPO) under the National Tariff Policy;
b) Notification of the long term growth trajectory of RPO for solar and non-solar energy for next 3 years from 2016-17, 2017-18 and 2018-19;
c) Development of Solar Parks and Ultra Mega Solar Power Projects;
d) Development of power transmission network through Green Energy Corridor project;
e) Making roof top solar as a part of housing loan provided by banks;
f) Waiver of Inter-State Transmission Charges and losses;
g) Repowering of Wind Power Projects for optimal utilization of wind resources;
h) Offshore wind energy policy for development of offshore wind energy in the Indian Exclusive Economic Zone;
i) Supporting research and development on various aspects of renewable energy including with industry participation;
j) Financial incentives for off-grid and decentralized renewable energy systems and devices for meeting energy needs for cooking, lighting and productive purposes; and
k) Permitting 100 percent Foreign Direct Investment in sector through automatic route.
The Government of India has set up a target of installing 175 GW capacity through renewables by 2022. As on 28.02.2018, a total capacity of 65 GW had been installed in the country.
The lowest tariff discovered for solar at Bhadala solar Park in Rajasthan in May 2017, and for wind in the tariff-based capacity auction of Gujarat Urja Vikas Nigam Ltd in December 2017 were Rs. 2.44/KWh and Rs 2.43/KWh respectively. However, the cost of production of energy from solar and wind energy sources varies from place to place depending upon, inter-alia, insolation, wind speed, cost of land, cost of financing and basic infrastructure. It is true that in some projects tariff of solar and wind power discovered is in the range or even lesser as compared to the cost of coal based thermal power plants.

मैं दिल्ली में International Solar Alliance के स्थापना सम्मेलन में आप सबका हार्दिक स्वागत करता हूँ।
आज के ऐतिहासिक दिन का बीज नवंबर 2015 में Paris में 21वीं Conference of Parties के समय बोया गया था। आज उस बीज से हरे-भरे अंकुर निकल आये हैं।
इस नन्हें पौधे की नई संम्भावनाओं में फ्रांस ने बहुमूल्य भूमिका निभाई है। International Solar Alliance का यह नन्हा पौधा आप सभी के सम्मिलित प्रयास और प्रतिबद्धता के बिना रोपा नहीं जा सकता था। और इसलिए मैं फ्रांस का और आप सबका बहुत बहुत आभारी हूँ। 121 सम्भावित देशों में से 61 Alliance को join कर चुके हैं। 32 ने Framework Agreement को ratify भी कर दिया है लेकिन इस गठबंधन में हम सभी सहयोगी देशों के अलावा हमारे सबसे बड़े साथी हैं सूर्यदेवता जो बाहर के वातावरण को प्रकाश और हमारे संकल्प को शक्ति दे रहे हैं.

पृथ्वी पर जब जीवन ने अपनी आँखें खोली थी उसके भी करोड़ो साल पहले से सूरज लोक को प्रकाशित और अनुप्राणित करता आ रहा है। जापान से लेकर पेरु तक, ग्रीस हो या रोम, Egypt, इन्का और पूर्व माया परम्परा – हर सभ्यता ने सूरज को प्रतिष्ठा और महत्व दिया है।
लेकिन भारतीय दर्शन में हज़ारो साल पहले से सूर्य को जो केंद्रीय स्थान दिया गया, वह अद्वीतीय है। भारत में वेदों ने हज़ारो साल पहले से सूर्य को विश्व की आत्मा माना है। भारत में सूर्य को पूरे जीवन का पोषक माना गया है। आज जब हम Climate Change जैसी चुनौती से निपटने का रास्ता ढूंढ रहे हैं तो हमें प्राचीन दर्शन के संतुलन और समग्र दृष्टिकोण की ओर देखना ही होगा।

हमारा हरित भविष्य इस बात पर निर्भर करता है कि हम साथ मिलकर क्या कर सकते हैं। मुझे महात्मा गाँधी के शब्द याद आते हैः ''The difference between what we do and what we are capable of doing would suffice to solve most of the world's problems".
पूरे विश्व से नेताओं की आज यहां उपस्थिति इस बात की अभिव्यक्ति है कि solar energy मानव जाति की ऊर्जा जरूरतों को स्थायी रूप से पूरा करने का एक प्रभावी तथा किफायती समाधान उपलब्ध कराती है।

भारत में हमने दुनिया का सबसे बड़ा नवीकरणीय ऊर्जा विस्तार कार्यक्रम शुरू किया है। · हम 2022 तक renewables से 175 गीगावाट बिजली उत्पन्न करेंगे जिसमें से 100 गीगावाट बिजली सौर उर्जा से होगी।
हमने इसमे से 20 गीगावाट installed solar power का लक्ष्य already हासिल कर लिया है। भारत में ऊर्जा की बढ़ोत्तरी अब परंपरागत ऊर्जा स्रोतों के बजाए renewables से अधिक हो रही है।
भारत में, अटल ज्योति योजना का उद्देश्य अपर्याप्त बिजली वाले क्षेत्रों में solar energy आधारित street lights को install करना है। स्कूल जाने वाले बच्चों के लिए Solar Study Lamp Scheme से 7 मिलियन बच्चों को रोशनी मिल रही है।
अगर हम solar energy से दूसरी Technologies को जोड़ दें, तो परिणाम और भी अच्छे हो जाते हैं। उदाहरण के लिए, सरकार द्वारा 28 करोड़ एलईडी बल्बों के वितरण से पिछले तीन साल में न सिर्फ 2 बिलियन डॉलर से अधिक की बचत हुई है बल्कि 4 गीगा वाट बिजली भी बची। यही नहीं, 30 मिलियन टन कार्बन डाई ऑक्साईड भी कम बनी।

हम सिर्फ भारत में ही नहीं विश्व में भी solar क्रांति चाहते हैं। आप भारत में प्रशिक्षित सोलर mamas, जिनका अभी आपने गीत भी सुना, उनके भाषण भी सुने, उनका विडियो भी देखा. अब आप भलीभांति इन सोलर mamas से परिचित हो ही चुके हैं। उनकी कहानी अपने आप में प्रेरणादायक है।
हमें ख़ुशी है कि ISA Corpus Fund में योगदान के अलावा ISA Secretariat की स्थापना के लिए 62 मिलियन अमेरिकी डॉलर का योगदान दिया है। मुझे यह घोषणा करते हुए भी ख़ुशी हो रही है कि हम ISA सदस्यों को प्रत्येक वर्ष सौर ऊर्जा में 500 training slots प्रदान करेंगे।
हमने पूरे विश्व में 143 मिलियन अमेरिकी डॉलर के 13 सौर projects या तो पूरे कर लिये हैं या उनका क्रियान्वयन किया जा रहा है। भारत 15 अन्य विकासशील देशों में 1.4 बिलियन अमेरिकी डॉलर की सहायता 27 और projects के लिए देनेवाला है।
हमने projects preparation facility की स्थापना की है जो bankable projects design करने के लिए partner देशों को consultancy support देगी।
मुझे आज यह घोषणा करते हुए भी ख़ुशी हो रही है कि भारत सोलर technology के gap को भरने के लिए Solar Technology Mission भी शुरु करेगा। इस Mission का अंतर्राष्ट्रीय focus होगा और यह हमारी सारी सरकारी, तकनीकी तथा शैक्षणिक संस्थाओं को साथ मिलाकर सोलर क्षेत्र में R&D प्रयासों का नेतृत्व करेगा।

प्रचुर मात्रा में हवा की तरह उपलब्ध solar energy का विकास और प्रयोग हमारी समृद्धि के अलावा पृथ्वी का कार्बन भार अवश्य कम करेगा।
Friends,
हमें कुछ बिन्दुओं पर ध्यान रखना होगा। और वे हैं- एक ओर बहुत से देश हैं जिनमें सूरज साल भर चमकता है परन्तु संसाधनों और technology का अभाव सौर ऊर्जा के इस्तेमाल में आड़े आता है, रूकावट बनता है।
दूसरी ओर ऐसे द्वीप समूह और देश हैं जिनके अस्तित्व को climate change के प्रभाव का सीधा-सीधा ख़तरा है। तीसरी बात यह है कि solar energy प्रकाश के लिए ही नहीं, बल्कि अन्य बहुत से प्रयोगों – यातायात, clean cooking, कृषि में solar pump और health care में भी उतनी ही उपयोगी हो सकती है।
Solar energy के प्रयोग को बढ़ावा देने के लिए technology की उपलब्धता और विकास, आर्थिक संसाधन, कीमतों में कमी, storage technology का विकास, mass manufacturing, और innovation के लिए पूरा eco system बहुत आवश्यक है।

आगे का रास्ता क्या है, यह हम सबको सोचना है। मेरे मन में ten action points हैं जो मैं आज आपसे साझा करना चाहता हूं। सर्वप्रथम है, हमें यह सुनिश्चित करना होगा कि बेहतर और सस्ती सोलर Technology सबके लिए सुगम और सुलभ हो।
हमें हमारे energy mix में solar का अनुपात बढ़ाना होगा। हमें innovation को प्रोत्साहित करना होगा ताकि विभिन्न आवश्यकताओं के लिए सौर समाधान प्रदान हो सके।
हमें solar projects के लिए concessional financing और कम जोखिम का वित्त मुहैया कराना होगा। Regulatory aspects एवं मानकों का विकास करना होगा जो सौर समाधान अपनाने और उनके विकास को एक नई गति दें। विकासशील देशों में bankable solar projects के लिए consultancy support का विकास जरूरी होगा।
हमारे प्रयासों में अधिक समावेशिता और भागीदारी पर बल दिया जाये। हमें centers of excellence का एक व्यापक network बनाना चाहिए जो स्थानीय परिस्थितियों और कारकों को ध्यान में रख सके। हमारी solar energy policy को विकास की समग्रता से देखें, ताकि SDGs की प्राप्ती में इससे ज्यादा से ज्यादा योगदान मिले। हमे ISA Secretariat को मज़बूत और professional बनाना चाहिए।

मुझे विश्वास है कि हम ISA के ज़रिये इन सभी action points पर गतिशील विकास कर आगे बढ़ पायेंगे।

आज का यह पल हमारी यात्रा की शुरुआत मात्र है। हमारी यह Alliance हमारे जीवन को सूरज के प्रकाश से और भी भर सकती है। यह 'Let us make the Sun brighter' को भी सार्थक कर सकती है। हमेशा से भारतीय दर्शन की आत्मा 'वसुधैव कुटुम्बकम' – यानि 'The whole world is a family'.
यदि हम पूरी पृथ्वी, पूरी मानवता की भलाई चाहते हैं तो मुझे विश्वास है कि निजी दायरों से बाहर निकलकर एक परिवार की तरह हम उद्देश्यों और प्रयासों में एकता और एकजुटता ला सकेंगे।

I am very excited to see this excellent initiative from PM Modi and President Macron get off to a good start.
I am here to reaffirm the European Investment Bank’s commitment to this important initiative and I firmly believe that we have an important role to play.
The EIB, the EU Bank, is - among the Multilateral Development Banks - the largest provider of climate finance worldwide and the largest financier of renewable energy projects.
Ahead of the Paris Climate Agreement, the EIB committed to providing USD 100 billion of climate finance in the five years to 2020. And I am pleased that we are on track to deliver.
Indeed, following the Paris Agreement, the EIB is honouring its commitment to ensure that by 2020, 35 percent of all our financing outside Europe supports climate related investment.
This is alongside an increased focus on impact, resilience and mainstreaming climate change across all our operations.
We are firmly committed to solar projects, providing almost EUR 6.5 billion globally since 2002. I am happy to say that closer cooperation between the International Solar Alliance and our Bank is already mobilising international climate finance and improving the exchange of technical expertise.
India is a very important partner of the European Investment Bank.
Yesterday I signed a contract for EUR 150 million of new EIB financing to support renewable energy investment across the country, including the expansion of solar power generation, by the Indian Renewable Energy Development Agency.
Whether it is extending the transfer of solar technology or financing solar projects, we are dedicated to supporting India’s ambitious goals.
We have committed EUR 640 million to solar projects in the country. This will provide nearly 4 million households with around 4000 gigawatt hours of clean and affordable energy, reducing nearly 4 million tonnes of harmful CO2.
I am confident that the International Solar Alliance will enable us to extend affordable energy to some of the poorest communities in countries, which at the same time are rich in solar resources. This makes sense for these communities, and it makes sense for the planet, enabling us to deliver on our climate and development goals internationally.
