Uttar Pradesh officials training on Faecal Sludge and Septate Management

Centre for Science and Environment organizing a Technical Training on on “Planning and Implementation of Effective Faecal Sludge and Septage Management (FSSM)” aimed at building capacity of officials involved in implementation of FSSM in the Uttar Pradesh.

The exposure visit to Bhubaneswar and Puri in Odisha is planned from 19-21 Decemember 2018.

The Exposure Visit will be preceded by a two day class room training where 11 Engineers from UP Jal Nigam, Programme Management Unit (PMU) of Programme Development Management Consultancy (AMRUT) and PMU of SGCRA (State Ganga Clean River Authority) were sensitized about the issues pertaining to (FSSM) Faecal Sludge and Septate Management Value Chain including interventions associated with implementation of effective city-wide FSSM.

All participants of the training will go for the Exposure Visit to Odisha from 19-21 December. Six additional people will also join this exposure visit which include SDMs from Bijnor and Mirzapur, Municipal Commissioners from Mathura and Jhansi and Executive Officers from Bijnor and Chunar.

The exposure visit would include field visits to Faecal Sludge Treatment facilities and interactive sessions with representatives from Odisha Water Supply and Sewerage Board and E&Y PMU providing support towards FSSM in the state. This exposure visit is related to the technical sessions regarding business models in FSSM (with focus on reuse) and tendering & contracting options for scaling-up FSSM in the state.

The training cum exposure visit is one of the various activities planned by CSE Programme Support Unit (PSU) - Lucknow assisting Department of Urban Development, Uttar Pradesh on mainstreaming effective faecal sludge and septage management. The aim of this state level training is to sensitize and build develop a cadre of key state and municipal official who will learn in depth of challenges, issues and best management practices and implement FSSM in target town/cities in the state.

Target audience: The training will target 17 participants - state and municipal functionaries (planner, engineers from UP Jal Nigam, PMU AMRUT and SGRBA) involved in planning, designing and implementation of FSSM including Bijnor and Chunar urban local bodies. In addition, six senior executives including SDM Mirzapur, SDM Chunar, Municipal Commissioner Mathura, Municipal Commissioner Jhansi, Executive Officer Bijnor and Executive Officer Chunar.

Objective of the Training & Exposure Visit:

Uttar Pradesh, through U P Jal Nigam has invited tenders for establishment of Faecal Sludge Treatment Plants (FSTP) in 31 cities and Co-Treatment of Faecal Sludge in STPs in 21 cities. This event would help the officials from the state in identifying challenges in implementing and operating FSTPs and Co-Treatment units in the state. The training would also help build capacity of city officials from Chunar and Bijnor where CSE is planning to set-up Technical Support Unit to establish the cities as Models Cities for City-wide Sanitation.

In addition to class room training and field visiting the Faecal Sludge Treatment facilities, the exposure visit will also provide the participants an opportunity to interact with officials from OWSSB who have implemented Faecal Sludge and Septage Management projects and takeaway key learning from their experience.

The learning objectives of the training cum field visit are:

• Develop understanding and issues pertaining to the various components of the value chain of FSSM (containment, transportation, treatment/safe disposal, end use) including stakeholder engagement.

• Strengthen skills for planning and implementing FSTP or co-treatment at existing sewage treatment plant / with organic solid waste including site selection, identification/selection of suitable technology, tendering, execution and selection of service provider.

• Learn about the operation, maintenance including monitoring of FSTPs required for fulfilling the regulatory requirements.

• Understand the business models and funding requirement to operationalise FSSM in the cities.

• Interact with other states/cities officials and other who have successfully implemented FSSM solution and interact from experiences of real beneficiaries.
